Services 
In the early 1990's, the State of Utah was working hard to implement strategic planning and performance measurement into all aspects of state government. Wayne was hired by the Governor's Office to coordinate this statewide effort. One of the results of this effort was the designation of Utah as the Best Managed State by Financial World Magazine.
